Welcome to the Faculty of Public Administration!
The Faculty of Administration at the Royal University of Law and Economics (RULE) was established in 2003 by sub-decree no. 56 ANKR.BK dated 16 July, 2003 on the conversion of the Faculty of Law and Economics into the Royal University of Law and Economics, and has since served in developing human resources in the field of Public Administration till present. In 2009, the Faculty of Public Administration established a new bachelor program in International Relations taught in English language at RULE, through decision no. 26 AYK.SSR dated 1 December, 2009.
The Bachelor of Public Administration is a four-year program consisting of one year in foundation year and three years in the public administration academic program. The program is entirely taught in the Khmer language. The academic program will provide students with knowledge on the legal principles, rules and regulations, administrative management system, application of public policies, organization of public administration tasks, issues relating to administrative work and public services. In addition, students will be able to develop critical thinking skills in order to solve issues in society.
The Bachelor of International Relations is a three-year program, which accepts students who had successfully completed their foundation year in any field from RULE or an accredited institution and must pass the English language proficiency test organized by the university. The academic program will provide students with the knowledge on legal principles, international legal instruments, legal interpretation, international dispute resolution mechanism, and calculation of damages caused by international disputes. Students can further improve their English language skills related to speaking, reading and writing. Moreover, students will be able to enhance their capability in the area of international affairs, especially, for those who are interested in becoming foreign affairs analysts, foreign affairs specialists and diplomats.
Khmer-Chinese Bachelor of Laws Program 2+2, Pursuant to the Memorandum of Understanding on the Academic Cooperation dated 23 July 2015 and the Agreement on the Implementation of the Education Programs of 25 May 2018, RULE and SWUPL started the implementation of the Khmer-Chinese Bachelor of Laws Program 2+2 in the academic year 2019-2020 until the present. In the undergraduate law program 2+2, students must study at RULE for 2 years (1st year and 2nd year) with Khmer as the language of instruction. Successful first and second-year students who passed the Chinese Language Proficiency Test with HSK. 4 will be able to continue their third and fourth-year studies at SWUPL with scholarships and with Chinese as the language of instruction.
The Faculty of Public Administration is strongly dedicated to ensuring that the students will receive education, which is of quality, integrity and in line with the demands of the job market. We will persevere in earnest efforts to develop the academic curriculum, strengthen pedagogical skills and increase extracurricular activities in order to provide students with both theoretical and practical knowledge. These experiences will equip our students with the ideas, perspectives and determination, which are essential for their personal development in order to keep in pace with the world’s progress.
